From November 9th to 10th,the Fifth Regional Rule of Law Culture Development Forum and"Regional Rule of Law Culture and National Regional Development Strategy"academic seminar was successfully held in Yangzhou.Professor Chen Yaping,the member of the Standing Committee of the Party Committee of Yangzhou University,Ph.D.Supervisor,and Vice President attended the meeting;Professor Cai Daotong,deputy director of the Collaborative Innovation Center for the Development of Regional Rule of Law in Jiangsu Universities,dean of Nanjing Normal University Law School,and Ph.D.supervisor professor Gao Qicai,Tsinghua University Law School Professor and PhD supervisor participated the seminar.In addition,Ge Hongyi,distinguished Professor and Doctoral Supervisor of Guanghua Law School of Zhejiang University with Zhou Anping,professor and doctoral supervisor of Nanjing University Law School were present at the meeting.Besides,Shen Xinghua,a investigator of the Political and Legal Committee of Yangzhou Municipal Committee,Chairman of Yangzhou Rule of Law Culture Research Association and Cai Baogang,the professor of Jiangsu University Regional Rule of Law Development Collaborative Innovation Center,director of the Research Platform for the Development of Rule of Law Culture,dean of the School of Law of Yangzhou University,PhD supervisor attended the meeting.Chen Yaping,vice president of the Standing Committee of the Party Committee of Yangzhou University,and Shen Xinghua,Chairman of the Yangzhou Rule of Law Culture Research Association,and Cai Daotong,the deputy director of the Jiangsu University Regional Rule of Law Development Collaborative Innovation Center,delivered speeches respectively.The conference received 69 academic papers from more than 50 universities and research institutes across the country,including Tsinghua University,Zhejiang University,Nanjing University,Southeast University,Central University of Finance and Economics,South China University of Technology,Nanjing Normal University,Yunnan University,Heilongjiang University,etc.More than 100 scholars and experts from practice departments such as the procuratorate,courts and judicial bureaus attended the meeting.
The conference is composed of two parts,the theme report and the conference exchange.The theme of the conference was regional rule of law culture and national regional development strategy.Eight well-known domestic experts participated in the meeting and gave the theme report on rural social governance,the cultural heritage of new country sages and the innovation of rural governance system in the new era,the transformation of government roles under the concept of business environment,and several theoretical issues on the development of regional rule of law culture,the discussion of the concept of regional rule of law,the reflection on the culture of rule of law in the development of green finance in the Greater Bay Area,and the planning and governance of urban space in the Beijing metropolitan area and the coordinated development of Beijing-Tianjin-Hebei.The conference was consisted of three units.Experts and scholars conducted in-depth exchanges and discussions on three topics:basic theory of regional rule of law culture,practice research of regional rule of law culture development,and practice research on regional procuratorial culture development.The conference also opened a special postgraduate course for academic budding of regional rule of law development.Postgraduate students jointly cultivated by the collaborative innovation center for regional rule of law development in Jiangsu universities,and some postgraduate students from Yunnan University,Anhui University of Finance and Economics International Trade College and law school of Yangzhou University shared their research results about the theme of the conference.
The event was sponsored by Jiangsu University Law Development Collaborative Innovation Center,law school of Yangzhou University,Yangzhou Law Society,Yangzhou Law Culture Research Association,China Law Culture and Law Development Research Center,and Jiangsu HongYunChenXu Law Firm.The successful holding of this forum is another embodiment of the collaborative innovation center for the development of regional rule of law in Jiangsu universities,the law school of Yangzhou University and co-organizers to adapt to the major needs of the new era to serve the country and regional development,and to give full play to the functions of think tanks,which is of great significance to strengthen the development of research on theory and practice in depth and strengthen understanding and implementation of national regional development strategies from the perspective of the rule of law culture.
The collaborative innovation center for the development of the regional rule of law in Jiangsu colleges and universities aims to establish and improve the collaborative innovation system and mechanism,adhere to the"four in one"construction ideas of discipline development,scientific research innovation,talent training,and think tank construction,and contribute wisdom and strength to the promotion of the rule of law in China and Jiangsu.Since September 2018,the center has used the advantages of think tanks to innovate the talent training mechanism,and united with Nanjing Normal University,Southeast University,Soochow University,Yangzhou University and Jiangsu Academy of Social Sciences to jointly cultivate masters for the development of regional rule of law.In this special postgraduate seminar for academic new shoots of regional rule of law development,8 postgraduates jointly trained by the center and representatives of national graduate students gave a special report,which embodies another pioneering work of the organizer in cultivating new talents.
