On the afternoon of March 25,2019,at the invitation of The Law School of Yangzhou University,professor He Qinhua from the Law School of East China University of Political Science and Law,delivered an academic report entitled"The Origin of Legal Civilization--from the Third Dynasty of Ur to the Roman Empire"in the moot court of our faculty.

　　This report is one of the"Shengwang Rule of Law Forum"lecture series.Presided by President Wang Chengtang of our faculty,more than 200 people including some teachers,undergraduates,graduate students and young lawyers of Jiangsu Shengwang Law Firm listened to the report.

　　Combined with a wealth of graphic materials,Professor He Qinhuatakes"legal civilization"as the entry point to elaborate the five legal civilizations of the ancient world and their intermingled relations.Meanwhile,he analyzes the influence of Western law on Chinese law after the Opium War,and he believes that although Chinese feudal law began to attract western attention at that time,it did not have any influence.

　　He also pointed out,and now we should not only carry forward the excellent part of Chinese traditional culture,such as tempering justice with mercy,mingde,cautiously moralized,ecological protection,flow old T-shirt young,the pursuit of social harmony,and so on,at the same time,should be based on China's national conditions,reasonable essence of absorption of western legal civilization,such as the rule of law,everyone is equal before the law,citizens'human rights protection,brought to the limitation of power abuse,the pursuit of social equity and justice,etc.

　　He also pointed out,and now we should not only carries forward the excellent part of Chinese traditional culture,such as harmony between mercy and severity,prudence and punishment,virtue and primary punishment,ecological protection,compassion for the old and the young,and the pursuit of social harmony,but also,based on China's national conditions,reasonably draw on and absorb the essence of western legal civilization,such as the good rule of law,equality before the law,protection of civil rights,restrictions on the abuse of public power,and the pursuit of social fairness and justice,etc.

　　In exchange for questions,students eagerly asked Professor He for adviceon studying legal history,and Professor He's professional and wise answers made all the teachers and students applaud continuously.

　　At the end of the report,President Wang Chengtang pointed out that Professor He Qinhua has a profound knowledge and elaborated the rule of law information in the history of human civilization just like a cryptographer.And he hoped that students couldnot only uphold the spirit of inclusiveness,openness and inclusiveness but also devote themselves to study.Only in this way can they can make their due contributions to promote the process of rule of law in China.
